The plate is tied to the registrant and specific to the vehicle. When you sell the car, you can transfer the plate to the new owner, but it's not required. Likewise, when you buy a new car, the plate can transfer from the old vehicle to the new vehicle (so long as the owner of both the old and new vehicle is the same), or you can get a new plate. In the case of vanity plates, most will transfer the plate to the new car.

So US plates are per state and bound to the driver and not to the car ?
To make it even more complex, each state often has a number of different license plates. The State of Tennessee now has more than 100 options to choose from, many designed to fund political agendas.
 
My all-time favorite was a Maryland plate on a gold Corvette that regularly parked in the Pentagon's north parking lot, because I wondered just how in hell he got it past the censors: "TWT LVR".

And this was long before Twitter even existed...
 
Oh reminds me. Saw INSTG8N on a well kept Pontiac G8 this weekend. One of my all time faves so far
