For value, try Trader Joe's beers. The IPAs are $5.99 a six-pack and decent. The double IPA 8.5% is a great value on top.
So the IPAs do taste different than typical IPAs and I'm picky, but I do actually think they are decent. I lqqked up some reddit reviews and 80% seemed to trash them. To me it's kind of like Sweet Water IPA. It's an IPA with a unique taste. The first one is just ok, but once you get into your 4th one you're in the zone. I'm thinking.....hmmm for a dollar, fuck yeah!
Buy at your own risk I guess. lol
Especially the DIPA
Reddit post:
Boatswain IPA + DIPA
So I picked up a 6 pack of each of these at Trader Joes, because for $5 a 6 pack in CA, that is hard to turn down.
I came into the experience open minded and not expecting much, but holy fuck these are two of the worst beers I've tasted in my entire life. The beer looked sickly clear, tasted like someone's badly oxidized homebrew, and neither had any IPA character at all.
I have wasted a lot of money on shitty beer, but do you know how bad a beer has to be to be a collosal waste of money at $5/6?!?
How did this happen? How did this stuff even make it out the brewery door, through Trader Joe's product vetting process, through Trader Joe's distribution system and then be allowed to stay on the shelves long enough for me to have the chance to buy it? If this had come out of my 5 gallon bucket at home I would've declared it a dumber, and I am a pretty mediocre to bad homebrewer.

No beer is worse than Magic Hat #9. Had one sip one time and spit it out.
