As it, it's likely not "tied" tight enough to prevent the breaker from tripping. If it was though, I'd also be curious as well. Assuming a potential fire from the circuit overloading. @Ben8257 help us out buddy.
I am pretty much called a liar in anything I do on this forum... so take this as a grain. of salt... but that would act as a breaker lock, same thing they use for breakers feeding "life safety systems" I.E. fire alarm systems . Basically prevent it from being turned off but the breaker would still trip internally. While it looks terrible, technically it is legal! Lol
