Sometimes you have to use relabeled chips in order to make a set playable. Lots of people play cash games that require at least one frac. Lots of casino and fantasy sets have no fracs (or inappropriately denominated ones) associated with them. So you either make them or do without.
Likewise, some people who play tournaments can't find enough high denom chips for their needs (or they play at stack levels higher than the denominated chips were produced at).
e.g. CDI98 cash: nothing below $0.50; CDI98 tournament: nothing above $1000. Make your own, change your stakes, or don't use.
Rarely is there going to be a chip series that has all denoms available for all you need. The Horseshoe Southern Indiana is the first casino set that I've seen here in the last 2.5 years that has the whole range from quarters to $25K (actually, two whole ranges).
