Brief Resolution
After a lot of back and forth, I threw a hail mary by offering Forrest $100 to drive to a friend's house to hand off the chips. At this point, I knew I had to give up if I didn't have a face to face. I also knew that there could be some risk as Forrest was a scammer and we had plenty of evidence. Fortunately, I found a guy who wasn't concerned with the risk. The chips exchanged hands and are now waiting to be reshipped to me.
My contact, who is a reformed felon, told me Forrest got very nervous when his daughter and her boyfriend arrived, like he was expecting to get jumped. As the two men went their separate ways, my friend said
"Brother, if you're jumping like that, you ain't living right. Have a nice life"

Tried. Sent offers several times via OfferUp. He apparently didn't sign up to accept payments on that platform until he decided he wanted to scam people.I'm curious @MegaTon44 why you didn't pay through the OfferUp app? Perhaps I missed that part.
