I remember looking this up when I first started seeing them posted on eBay. What I saw was a promo for a car sale bit a deeper dive gave a website that doesn't exist anymore. Thanks to the internet archive, they were printed by a company for a variety of promotional purposes:

My guess is whenever someone sees one, not knowing anything about anything and being too lazy to take the 90 seconds to search for it, they figure they are in line for a massive windfall. "Official money chip" with a serial number sounds really official to me!
