I don’t know what that translates to in volume or what you mean by “relatively low,” so this isn’t really an argument but it seems pretty significant to me.

For leaded the fact that they aren't making anymore is a huge plus. They'll come to market as casinos replace them and rebrand but there's a limited supply. On the other hand the newer players that play are more likely to be health conscious millenials/gen Z that will discount leaded chips, so I think that the demand is also limited. I'd probably just put it as a wash.
For unleaded and Paulsons in general, all the newer players right now are entering casinos and playing with the plastics/ceramics there (yuck I know). There's gonna be much less of a nostalgia/legitimacy factor to Paulsons in the future, outside of the WSOP and the major casinos, though we're also seeing a lot of the big ones like Bellagio or Aria use custom molds vs. the THC or RHC that most Paulson sets here have, so I think the value in general will decrease relative to the supply. The prestige of the brand and that THC/RHC mold will probably decrease over time, and when I see poker chips in media, it tends to be cheap garbage (saw a music video with 313 million views with dice chips recently.... you're not balling if you're playing poker with dice chips) whereas the cards will at least be Fournier/Copag though cheaper productions will be Bicycle and always poker size (lol).
I think most of the young guns that would have grown up to become chippers like us will instead make custom plastic/ceramic chips for cheaper than a former casino set would cost, or discount those plastic/ceramic sets that do come up here less than we do.
So not a great outlook from an investment standpoint... but I buy chips because I want em, not to invest.

In all seriousness, there’s probably some truth to what you say. Poker / casino chips have realistically only existed for what, 100-150 years? And this hobby of collecting them as playable sets has existed for what, 20-30 years? So yeah it’s all a blip on the radar and nobody should consider chips as a long term investment.
I’ve hopefully got 30 good years left, maybe 40 if I lay off the booze. My Paulsons will last that long, and that’s all that matters to me.
If you belong to one of those generations, you’d probably know better than me. I think you're vastly underestimating the amount of millennials that are very active on this site and are lead-heads. Besides the Moneymaker WSOP BJ chips, the nostalgia for them is going to be in the poker itself, not the chips from their time (especially since that contingent was too young for casinos at such time). The chip preferences are typically picked up on this site, by those that stick around if they don't grab from the assortment of easy/affordable plastics and just bounce. If the millennial contingent is anti-lead for health reasons, I cannot remember seeing that sentiment stated by more than one or two people from that group in my entire time here (which of course doesn't mean it doesn't exist but would seem to indicate it's an extreme minority).Oh don't worry, they've ingested much worse than lead. That being said though we were raised hearing about all the lead paint chips and Nero going crazy cause he ate meat from lead crates so there's some cultural barriers there.
Also I think a lot of chippers here love lead because they played with lead chips at the casino back in the day and really felt a change when the unleaded chips came in, but all the new players are only experiencing unleaded and may never have contact with a shuffling stack of lead chips. At best I've only seen the rare lead chip at a really old casino mixed in with the newer chip releases. So not even health related but there's just no nostalgia value to lead for new players.

That being said I agree, but I think "poker" is less and less repped by Paulson THC/RHC. We already saw WSOP ChipCo sets, that's something that's gonna be valued more by my generation compared to this one. If Paulson loses the actual Vegas WSOP to another company... that's gonna be a huge blow. For comparison, consider the prestige KEM used to have before and after they lost the WSOP after the 2011 scandal, and KEM still has much deeper penetration in US Casinos than Paulson does now. I still buy KEMs because I'm a history guy but my brother and his friends are all on this Faded Spade, four color deck weird stuff, most people just go with Copags.
