Great question, how could they confiscate poker chips from a traffic stop? Wondering if this is outside the US?

Oh no - I am deeply concerned to now be learning about the fallibility of police!

But, generally, not really shocked to hear a story like that.

They could be used for illegal gambling! So they'll be locked up forever as part of an ongoing investigation, or auctioned off, or just used by one of the fine civil servants doing the confiscating.

Especially in NJ, this is par for the course.
