This smells like a golden ticket’s work...

The only thing I will say is that they couldn't find about half of the chips. They just disappeared?!?! so some denominations don't have as much as they should have in a normal casino breakdown

Guessing if they're mint, the casino may have been a planned rebrand or new property that never opened.
