The loss is on him. As host I'm responsible for every cash in or cash out and I know that but I do the same, ask them to count it. They lose the right to dispute when they leave.
This. He could a dropped it on the ground at a gas station on the way home... But with only a few hundred and mostly $20's, that seems unlikely. My guess is he forgot buying in three times and thought he was only in the game for $1000.

Do a quick bank audit against the chips on the table so his buddy can later tell him the bank was square. And if it's off by $500, you can apologize to FNG and confirm with him it's okay to send the extra $500 home with his buddy or he can come pick it up.

I don’t care how much he bought in for, only his chip count at cash out matters. Chip count equals stack count, you’re all good. He had $-900 chips at cash out who gives a crap how much he bought in for.

Agreed. My point is, maybe he thought he was short $500 because he forgot about one of the buyins. That seems more likely than making a $500 counting error, twice, or losing/dropping/misplacing $500.

Since people are sharing their accounting techniques, something I do by habit is count out the money on the table out loud in front of the leaving player, then say: "Do you agree?" The bills aren't scooped until we agree.

In the OP, the host counted twice, and the player was given the opportunity to verify, but it is not clear that the two ever counted together, like at a casino cage. This shared understanding is easily achievable. You're counting anyway!
 
First rule: Count your money before you leave…

With that being said, I would do a count of the chips in play and count the cash on hand. If there’s $500 too much, it’s his. If it’s on the money, it’s his mistake.
 
I’m betting $100 the money was spot on and the idiot either lost $500 somewhere or miscounted on the way home. OP counted it twice, please answer so we can stop speculating.

I ALWAYS know within a few dollars how much I have in front of me, as well as a pretty good guess at what everyone else at the table has.

I just reread the OP - any asshole that isn’t willing to wait while I cash someone out can go fuck himself. Especially for $1900, but really for any amount.
I went back to reread after your post. I must have glossed over that the first time too.

ALWAYS stop the game if you are the dealer and host to cash someone out. Doesn’t take that long and is worth the delay to get it right.

Hopefully OP had it right but next time stop the game.
