It’s possible. However, if LE was informed of the stolen property, and eBay is made aware that’s stolen, all the seller has to do is to show proof he bought the lot from USPS.
 
Has to be someone from within the post office system if they were stolen out of the mail. How they ended up in Florida is another question. The eBay seller has lots of feedback. Guess is the seller bought them off of the thief. It may be that the seller is unaware that these are stolen property.

This. That seller has over 600 items currently for sale, likely a pawn shop or eBay consignment shop. They might be responsive if they were contacted by David and told the history and theft.

Finding out these were stolen eases the mind - means this wasn't an inside job.

This might be an unpopular opinion but if it were my customs I'd still be pissed that these even exist. As others have pointed out, security is part of the reason for paying the premium price for customs. These chips wouldn't be out there if they didn't exist.

Someone needs to contact appropriate authorities to report that their stolen goods are being auctioned on eBay. Someone with some legal training needs to point out who (@David Spragg (?) , a set owner (?)), should be contacting whom (I'm going with a Federal entity on this one) before the auction ends in four days.
 
One (minor) of several morales of the story is NO SAMPLES, either for sale or free, as a custom CPC set maker, with the possible exception of two or three (maximum), closest friends.

Another (much more important) morale of the story is that international mailing services are in huge disarray.

@David Spragg which service did you use, so we can avoid it?

Perhaps the Postal Police? 1-877-876-2455. I would assume David would notify them since it was his package that was stolen

I have no problem with David or someone within the factory keeping a sample set of my chips for their own collection. What I would have a problem with is an entire add on or entire set of my chips being made for personal use other than my own. Even then, I'd probably ok it, but ask me first!

IMO it’s true for samples, add-ons or set.
 
I would be happy and proud if CPC, as a business, or David, as the manager, kept just a sample of my custom sets, to post in their website at least.

There is a clear danger nowadays, however, upon the collapse of international mailing services.

In David's shoes, I 'd collect any samples in person, in my Maine factory, upon visiting there.

If it were me I'd still prefer that I was asked, even if they just wanted a sample. I'd be fine with it, but the lack of transparency here definitely irritates me a little. A full set add-on I'd be against, though. Even more so if they were cash chips because I wouldn't want thousands of dollars of redeemable chips floating around.

I was thinking the same thing. Why do these exist?
 
The customer for the Le Gold chips is in Europe and so they were being shipped via me in the UK. Obviously we had to remake them once the package was lost.
The rest of the package was the factory samples (a single of each design) which I store in the UK. Plus a bunch of Rounders CSQ.
They were shipped USPS and the loss/missing package was reported and chased every other day throughout Feb and March.
 
Sadly, it seems that only DHL is reliable, for the time being.
I sent a package from Greece to the US (Chicago) and it was vandalised and stolen (in Chicago).
The USPS had to be hard-pressed by their (equally awful) Greek counterpart, the ELTA, to admit responsibility.
Very little money in compensation, so I volunteered to give to the American member (recipient of the package) half of the remaining value.
